The Senior Programme Leader is responsible for overseeing the overall operation and maintenance of the Authority's wastewater infrastructure throughout the country This role involves planning, scheduling, directing, and providing overall management support to ensure effective and efficient wastewater services are afforded to customers . Key responsibilities include:

  • Preparation of annual departmental budget and control of expenditure appropriations.
  • Keeping and completing a variety of records and reports related to wastewater treatment.
  • Ensuring systems operate within guidelines and peak efficiency and in keeping within regulatory frameworks
  • Making recommendations and follow through on policys regarding to discipline, promotion and overall safety and welfare of employees.
  • Directing and ensure policy enforcement ,such as HR policy Health and safety policy etc are implemented and monitore for breaches while recommending mitigation against identified breaches
  • Enforcing safety policies to ensure the safety of employees and department facilities.

Identifies operational and reputational risks and develop/implement mitigation measures to address issues identified.

Manager Wastewater South Central District (WASA)

  • Manage operations of the South-Central Wastewater District, which is one of the largest Wastewater Districts within the Authority. This District has attained the status of the best performing district under my tenure, despite being created in 2011 and is most recent Wastewater District within the Authority.
  • Notable Achievements:
  • Development and implement a programme of works for addressing accommodation issues within the District.
  • Implement a program for the resolution of sewer collapses, which were long standing at locations such as Sutton Street in San Fernando, Frederick Settlement, Cipero Street, and most recently the replacement of 27” trunk sewer mains along Butler Street, San Fernando.
  • Development and implement a programme for the reduction of customers’ complaints from an existing 20% to less than 5 % per month.
  • Implementation of an effluent compliance programme at all wastewater treatment facilities within the District.

District Manager Wastewater South (WASA)

  • Reports to Regional Manager Wastewater to provide operational support and management of the Wastewater South Section. This Section was responsible for all wastewater collection systems, inclusive of facilities south of the Caroni River to Point Fortin.
  • Notable Achievements:
  • Development and implement a programme of works for addressing accommodation issues within the Section.
  • Engage the Human Resources Division to successfully implement outstanding structure positions that has helped in the formation of necessary crews required to address outstanding issues within the South Wastewater Section.
  • Increase revenue generation through a number of initiatives, inclusive of recoverable jobs from external agencies.
  • Development and implementation of a programme for the reduction of customers’ complaints (from an existing excess of 25 to less than 5 per month).
  • Implementation of an Effluent Compliance Programme at all wastewater treatment facility within the District.

The main responsibility was the technical support to both Wastewater District Managers, with respect to new technologies in the sphere of wastewater treatment and collection, inclusive of designs.

  • Design, Evaluation of Tenders, Supervision of Construction of the Santa Monica Wastewater Lift station (value of project $718,000.00)
  • Design, Evaluation of Tenders, Supervision of Construction of the Santa Dundee Village Wastewater Lift Station (project value $600,000.00)
  • Design, Evaluation of Tenders, Supervision of Construction of the Ocean Avenue Lift station upgrade project (project value $750,000.00)
  • Implement a flow logging program utilizing ISCO 2100 Teledyne flow logging instruments. Real time flow data was realized for the first time at most of the wastewater installations within the country, inclusive of Tobago.
