The Quality Engineer is a key role, within the Project Team, which underpins the successful delivery of the portfolio of Trinidad Projects.

The Quality Engineer develops, implements and maintains the projects’ Quality Management System (QMS), in conformance with bp’s quality management processes, and provides guidance to the project team on quality related activities through all phases of the project lifecycle - Concept Development, Optimize, Define and Execute.

Further, the Quality Engineer provides oversight of the Quality activities of Suppliers and Contractors and manages the activities of third-party inspection service providers providing verification and oversight services on behalf of bp.

Key Accountabilities

• Provide input into the development of key documents which define project quality objectives, including the Project Execution Plan, Project Quality Plan and the Statement of Requirements (SoR).
• Define Quality Management requirements for Suppliers and Contractors for inclusion into purchase orders and contracts.
• Review and approve Quality related deliverables of Suppliers and Contractors; including Quality Management System certification, qualifications of Quality personnel, Quality Plans, Inspection and Test Plans and associated inspection/test reports.
• Develop risk-based project audit schedules to assess the application and effectiveness of project processes and systems across the bp project team, Suppliers and Contractors.
• Participate in (qualification/process) audits of Suppliers and Contractors; documenting areas of non-conformance and identifying and tracking actions to address findings and prevent reoccurrence.
• Conduct self-verification of project activities to assess and monitor compliance to the requirements of bp, P&O and project practices and procedures.
• Identify and manage (internal or third party) resources to execute verification or surveillance activities defined within the Project Quality Plan.
• Collect and report quality related Key Performance Indicators (KPI’s) from the project team and Tier 1 Suppliers and Contractors. Evaluate KPIs and provide feedback on performance and areas of improvement.
• Capture Quality related Lessons Learned for feedback to current and future projects.
• Identify and develop continuous improvement (CI) initiatives through the analysis of performance data, Lessons Learned and root cause investigations.
• Actively participate in the P&O Quality Community of Practice (CoP) activities; cascading applicable information to project staff.
• Provide guidance, advice and training to the project team on quality related issues.

The role of the Technical Specialist (TS) supports Well Discipline Engineers by selecting the appropriate quality assurance requirements and providing oversight for the manufacture and test of permanently installed drilling and completion equipment and associated service tools. Identifying and assisting bp's Regions in identifying the quality assurance requirements that apply to equipment being manufactured or Rented. Expertise in quality management, auditing, quality control and inspection (including destructive and non-destructive testing) is utilized to support the ongoing operations and technology projects to better enable quality requirements to be met and to increase equipment reliability in increasingly challenging environments, e.g. high-pressure/high-temperature and deep water.

Roles and responsibilities include the following key activities but are not limited to:

• Identifying QA requirements - bp Integrity Assurance and/or Industry Specifications, to be applied to product orders.
• Ensure requirements for Quality comply with applicable bp and Industry Quality standards, practices and processes during the execution of the Category Management Common Process.
• Identifying and coordinating Surveillance activities and technical documentation reviews to be undertaken by Nominated Inspection Bodies (NIBs).
• Ensuring steps are taken in accordance with P&O - Wells Quality common process to give assurance that the requirements given in the Equipment SoR and agreed quality plans are met by supplier(s).
• Supporting the development and/or identification of QA related requirements, questionnaires, checklists, evaluation criteria, etc., associated with RFIs and RFPs applicable to product suppliers (including TPI services).
• Host pre-production meetings and facilitate Deviation and Concession requests processing in line with bp agreed Quality Control Plans.
• Collaborate with Discipline Engineers to ensure quality requirements are properly specified and support design assurance activities for well equipment orders and services to verify that well equipment is qualified for specific use.
• Reviewing the functional and technical requirements provided by the Discipline Engineers to determine the QA requirements that will apply and ensuring those requirements are specified in the Equipment SoR or appropriate scope of work.
• Manage development, revision, acceptance and implementation of Suppliers’/bp Regional Quality Control Plans to assure the quality of equipment through all phases of manufacturing and post-manufacturing assembly and testing.
• Conduct surveillance visits, process (QCP) audits to gain assurance that Supplier activities and Wells equipment meet specified requirements.
• Ensure the supplier’s bp Global QCP is identified for use in the Equipment SoR for Critical Equipment to be manufactured and tested to a BP Global QCP.
• Developed and maintained Service Quality Control plans in conjunction with local suppliers of Service Related Equipment and associated Services involving Critical Equipment and Services as required by bp- specific and Industry Specifications.
• Supporting the Discipline Engineer (as necessary) to ensure design assurance requirements are met.
• Developed and supported the local Surveillance strategy and performance managed the Third Party Inspection Service provider.
• Review of supplier equipment Deviations to established standards and Concession requests for non-conformances and provision of input for resolution; inclusive of supplier credit for equipment or services that did not meet requirements.
• Region tag for Wells Quality tools and processes for Non-Conformance Management (ESQ2) and Equipment Assurance Manager (EAM) as applicable to Wells Equipment and Services.
• Provide content, review QA requirements and/or evaluate bidder responses (as applicable) during RFIs, RFQs and RFPs; ensuring requirements for Quality comply with P&O - Wells Quality standards, practices and processes and make recommendations based on findings to the Line.
• Reviewing and endorsing (signing off for acceptance) suppliers’ QCPs (except bp Global QCPs) applicable to Critical Equipment, including mark-up for NIB Surveillance activities.
• Monitor Supplier and Region’s demonstrated compliance/conformance to bp quality requirements.
• Ensuring Surveillance inspection is planned, arranged and conducted for critical steps in the manufacturing, test, assembly and service provision (where Surveillance is required).
• Assisting in the measurement of TPI performance.
• Assisting in the measurement of supplier performance.
• Ensuring there is a system in place for reviewing and compiling the final data package in accordance with the technical documentation requirements that apply to the contract/order.
• Assist the P&O - Wells Teams to achieve and sustain conformance to BP Practice 100220 Well Equipment and Quality Standards and processes.
• In conjunction with other Line representatives, develop and agree quality plans/processes for local services involving Critical Equipment and Critical Services as required by Industry or P&O - Wells Specifications.
• Develop and support a local Surveillance strategy and performance manage the local TPI Service Provider (as applicable).
• Fulfill the role of CAM in Region for Contracts related Nominated Inspection Bodies executing surveillance activities.

The Quality Engineer is responsible for the Supervision of Quality Inspectors assigned to AIBE Quality work (at all AIBE locations) and facilitating efforts to resolve quality management issues, ensuring corrective/preventative actions and coordination of QA/QC/Inspections objectives.

Roles and responsibilities include but are not limited to:

• Actively support the BG HSSE programs and participate in HSSE meetings and stand-downs as necessary. Comply with BG Policies, Standards and Procedures on Health, safety, Security and Environment.
• Develop project specific Quality Strategy, Quality Stage Plan and Compliance, Verification and Assurance Plan incorporating all the requirements of BG T&T, BG Group Standards and supporting Guidelines.
• Oversee, approve and support development, maintenance and implementation of project specific Contractor quality plans, ITPs and other contractors quality procedures.
• Coordinate, support and provide instruction to project quality inspections, inspectors and activities of the various AIBE projects.
• Manage project quality activities and provide quality support to engineers and construction personnel in the PMTs.
• Attend project meetings and input for Quality requirements.
• Provide assurance of compliance in the implementation of project work scopes including adherence to BG Group Standards. Coordinate these throughout the management teams
• Liaison in the project implementation of Verification Bodies, 3rd Party Inspections and Certification Organizations.
• Ensure Quality is included in contractor, vendor and supplier assessments and that all specifications include the appropriate quality conditions addressing also key Quality risks.
• Manage and organize AIBE projects quality activities.
• Perform audits, surveillances, reviews on projects contracted organizations, Manage and oversee non-conformances and corrective actions though to timely close-out. Ensure the maintenance of registers and tracking of actions to resolution and provide associated performance management metrics and reports.
• Attend contractors quality audits and report status.
• Provide weekly quality activities report to Project Manager and Head of Quality.
• Provide monthly statistical quality report defining KPIs, audits performed, NCR/CAR status.
• Participate in quality inductions, workshops and training to projects PMTs and Contractors teams.
• Visit as necessary worksites, contractors, vendor, fabricator premises for the quality of the design, procurement and execution of the works.
• Manage any requirement for BG T&T Trinidadian or International 3rd Party requirements.

The Quality Assurance / Quality Control Specialist developed an integrated Inspection and Test Plan (ITP) to track and document the sequence and completion of work activities as per the scope of works and a Disturbed Flange & Plug Register for the management of the break in containment & re-instatement of all disturbed Plugs & Flanges prior to proceeding to the job site as part of the Shutdown Planning for the shutdown works at various onshore and offshore BGTT Process Facilities.

The Quality Assurance Specialist is also responsible for the audit / inspection of all Quality Assurance / Quality Control related field activities & related Documentation and sub-contractor work at the assigned BGTT Process facility during the Shutdown.

Roles and responsibilities include but are not limited to:

• Development of project specific Quality Strategy, Quality Plan and Compliance (ITP), Verification and Assurance Plan incorporating all the requirements of BGTT, BG Group Standards and supporting Code Guidelines.
• Audit, approve and support development, maintenance and implementation of project specific Contractor quality plans, ITPs and other contractors’ quality procedures.
• Manage project quality activities and provide quality support to engineers /activity owners and construction personnel.
• Provide assurance of compliance in the implementation of project & shutdown work scopes including adherence to BG Group Standards & applicable industry codes and coordinate these throughout the execution of the work.
• Ensure Quality is included in contractor, vendor and supplier assessments and that all specifications include the appropriate quality conditions / requirements as well as addressing key Quality risks.
• Perform audits, surveillances & reviews on projects' contracted organizations. Manage and oversee non-conformances and corrective actions through to timely close-out. Ensure the maintenance of registers and tracking of actions to resolution and provide associated performance management metrics and reports.
• Visit as necessary; worksites, contractors, vendor, fabricator premises for the quality of the design, procurement and execution of works.
• Verification and reviewing of all subcontractor shop and field certification documents and dossiers for installation (including Radiographic Film Review).
• Reviewing of Welding Procedure Specifications, Welder Performance Qualification Records etc.
• Provided technical assistance and information about shutdown related activities and processes to the planning team.
• Implementation of the disturbed flange & plug management tags to clearly identify all flanges & plugs that are scheduled to be disturbed during the shutdown - Inspect and record all Flanges & Plugs (sources of potential leaks) Disturbed, Assembled, Tightened (Bolt Torque) & Leak Tested (N2/He) on the Disturbed Flange Register.
• Ensure all added scope is captured and properly documented and Verification of Bolt Torque values for assemblies and witness joints - Update & Map all Disturbed Flanges & Plugs on P&IDs and Red-Line P&IDs to reflect all field changes.
• Inspect site or shop Fit-up / Tack-up and verify all welding consumables and equipment for all welding activities.
• Perform material inspection on flange assembly parts – Studs, Nuts & Gaskets to ensure that they were of the correct specification as required by BG T&T for reassembly and tightening of the joint.
• Ensure all flange faces / Gasket Seating is in acceptable condition before allowing joint assembly and tightening.
• Continuously monitor and document the completion of work activities (Welding, Painting / Coating, Visual Inspection, Bolt Torque & Leak Testing) as per the ITP and Disturbed Flange & Plug Register.
• Walk-down and Punch-list of all disturbed systems in Process Facility before leak test & start-up.
• Compile all documentation into turnover Dossier for BGTT Shutdown Team.

The QC Manager is responsible for delegating and assigning tasks to QA/QC Supervisors and Technicians and working closely with related engineering, construction, fabrication, and repair departments.

Roles and responsibilities include but are not limited to:

• Weekly meetings with site management to discuss quality and reliability standards / issues.
• Supervised a QC Project Staff of 15 - 25 people ensuring cost effective utilization of labor.
• Provided customers with technical assistance and information about products and processes.
• Verification and reviewing of documents and dossiers for certification.
• Ensure that all NCR’s during construction and erection are investigated and resolved in a timely manner and corrective measures are instituted to prevent recurrence.
• Ensure all QC resources and support required for the project is identified and available.
• Coordinating Non Destructive Examinations and Post Weld Heat Treatment resources and activities.
• Radiographic Film Interpretation (as required for Audits)
• Responsible for all QA/QC requirements for the execution of the project, which included Welding (Piping & Structural), Grouting, Hydro-Testing, Fabrication and Installation of Structural Steel, Erection and Installation of miscellaneous equipment – Rotating and Static - Boilers, Gas Turbines & Air Cooled Condensers and various Civil Works (Excavations and Concreting / Foundations).
